In her post on Coles' Facebook page, Cindy Emma said it was the "same people every day literally running into the store fighting each other".
"This happens day after day store after store," she wrote. "They are lined up in the morning before the store opens about 10 of them the same people everyday at the same store."
A spokesperson from Coles has since responded to the post, stating that a four-tin limit per customer is enforced.
However, Emma and others who have commented on the post say this limit is not being enforced in their local Coles stores.
"These people change their clothes and come back and buy more," wrote Emma.
Emma said that the daily fight for formula often leaves shelves empty, forcing her to take her daughter off formula early as the product was constantly out of stock.
7 News reports that the fight for baby formula has been plaguing Australia with products being sold to the Chinese market online, at five times the original price.
