Tyson, a staffy-blue heeler cross, was being walked by his owner on Callander Avenue in Kinross about 11.30am on Monday.
Owner Lorraine Bryant says two dogs appeared out of nowhere and latched on to Tyson in an attack that lasted at least five minutes.
“They were just biting, biting, biting and they wouldn’t leave him alone,” she said.
“One was at the top around his neck and his mouth and the other one was at his legs and inside his groin.”
Ms Bryant says children aged just four and five were playing at a nearby kindy when the attack unfolded, and witnessed the horror.
A teacher managed to jump the fence and break up the dog fight, as some children were left in tears.
“If I hadn’t been here and (the two dogs) had gone further down, they can get onto the school oval there,” Ms Bryant said.
“I don’t know what they could’ve been capable of.”
Eight-year-old Tyson was rushed into surgery on Monday afternoon, but vets aren’t sure if he’ll ever walk again.
He suffered extensive injuries and deep wounds to his body.
The owner of the other dogs was nowhere to be seen.
According to 7 News, rangers seized two dogs on Monday afternoon with the investigation ongoing.
